About the scholarship
Japan is home to some of the world's most advanced universities, a research culture that consistently produces Nobel laureates, and a standard of living that draws talent from every corner of the globe. For most international students, the cost of studying there would be prohibitive. The Japanese Government Scholarship, administered by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) removes that barrier entirely.
What the MEXT scholarship covers
- Full waiver of tuition fees, including entrance examination and matriculation fees
- A monthly living stipend paid throughout the scholarship period
- Round-trip economy class airfare from the international airport closest to your home to Japan
- University-provided accommodation in international student residence halls
- An additional regional cost-of-living allowance of ¥2,000–¥3,000 per month for scholars in specially designated areas
The five scholarship categories
- Research students (graduate): The most common pathway for international applicants. Open to those pursuing a Master's or PhD, or entering as a non-degree research student before advancing to a full degree program. Duration: 2–3 years for a master's, 3–4 years for a doctorate.
- Undergraduate students: For those who have completed high school and wish to pursue a bachelor's degree at a Japanese university. Requires one year of Japanese language and general education preparation before formal enrollment. Duration: approximately 5 years total.
- Teacher training students: Aimed at in-service teachers looking to improve their professional practice and conduct research on education and pedagogy in Japan. Non-degree program; duration approximately 18 months.
- College of Technology (KOSEN) students: Targets students with a strong interest in technical and engineering fields who wish to attend Japan's specialized national colleges of technology. Duration: approximately 4 years.
- Specialized training college students: For students pursuing vocational and specialized training programs at designated Japanese institutions. Practical, skills-focused curriculum. Duration: approximately 3 years.
Two ways to apply: embassy vs. university recommendation
One of the most important things to understand about MEXT is that there are two entirely separate application routes, each with different timelines, processes, and trade-offs.
Route 1: Embassy recommendation
- Apply to the Japanese Embassy or Consulate in your home country
- First screening at embassy level: document review, written examinations, and interview
- If successful, second screening between MEXT and the receiving university
- University placement is decided by MEXT, you cannot choose your institution in advance
- Most popular route; applications typically open April–May for the following April intake
Route 2: University recommendation
- Apply directly to a Japanese university of your choosing
- The university reviews your application and nominates top candidates to MEXT for final approval
- You know your university before you receive the scholarship
- Not all Japanese universities participate
- Deadlines are set individually by universities, typically October to March for April/September entry
Who can apply
- Citizen of any country that maintains diplomatic relations with Japan
- Age limits vary by track:
- under 25 for undergraduate applicants; under 35 for graduate research students (at time of starting studies in Japan)
- For graduate programs: a completed bachelor's degree with a strong academic record, typically a minimum of 70%
- Japanese language proficiency is NOT required to apply — MEXT provides up to 12 months of intensive Japanese instruction before academic programs begin
- IELTS or TOEFL is not mandatory for the MEXT application itself, though individual universities may require English proficiency for English-medium programs
Who is NOT eligible:
- Military personnel or civilian military employees
- Previous recipients of any MEXT scholarship program
- Students already enrolled in a Japanese university on a 'Student' residence status
- Applicants simultaneously applying to another MEXT program, or planning to receive another Japanese government scholarship
Documents you will need
- Completed MEXT application form (from the Japanese Embassy or target university)
- Academic transcripts for all years of university study, 2 certified copies
- Graduation or degree certificate, 2 certified copies
- Research plan or study plan, a clear, detailed outline of what you intend to investigate in Japan and why
- Recommendation letters, typically two, from professors or employers
- Certificate of health, completed by a licensed physician
- Passport-sized photographs
Application Timeline
April–May 2026: Applications open at Japanese embassies — confirm exact dates with your local embassy
May–August 2026: First screening at the embassy: document review, written examinations, and interview for shortlisted candidates
February 2027: Scholarship award notifications sent to successful candidates
How to apply
1. Visit the website of the Japanese Embassy or Consulate in your home country and locate the MEXT scholarship announcement for the current cycle. Do not send documents directly to MEXT in Tokyo
2. Download the official application guidelines and forms — read them fully before starting, as requirements vary by country and scholarship category
3. Prepare your research or study plan carefully as this document carries significant weight in the review process and should clearly articulate your academic goals and their connection to Japan
4. For the university route, identify Japanese universities that hold a MEXT University Recommendation quota in your field and contact their international office for specific deadlines
5. Submit your completed application to the embassy or university before the stated deadline as late submissions are not accepted
